Shibuya to Crack Down on Street Drinking? A Proposed ordinance could ban nighttime drinking in the popular Tokyo area for the entire year, not just during holidays.
Drinking on the streets in Shibuya may soon be a thing of the past! The Shibuya ward government is considering implementing a year-round ban on nighttime drinking in popular areas, citing worsening behaviour among visitors.
With increasing public safety and cleanliness worries, Tokyo’s Shibuya Ward has announced a shocking ban.
It will implement an all-year ban on nighttime street drinking in some locations starting in October. The judgment extends the existing prohibitions, which were once restricted to the holidays of Halloween and New Year’s.
When is this ban imposed?
There are adjustments to a law passed by the local assembly. This law was made with people’s consent in mind. We needed to set the ground for the new rules. The specific areas where the ban will be enacted will be decided upon in the upcoming weeks.
Hence, these rules forbid drinking alcohol in public areas like parks and streets between the hours of six o’clock at night and five in the morning the following day.
Why did the Shibuya ward make such a decision?
Young people and foreigners drinking on the streets has become a regular scene near Tokyo’s crowded rush crossing. Given that, it is one of the busiest places on earth. Local business owners have pushed up to their limits. This is frustrating for them. Even homeowners are disturbed by the waste and empty cans left behind.
A great peaceful and clean country is suddenly facing such problems. Why? This is solely due to issues brought on by huge party-loving crowds. Shibuya enacted an ordinance in June 2019 banning alcohol consumption on specific streets, particularly those close to JR Shibuya Station, around Halloween, the year-end, and the New Year’s holiday. Therefore, this new ban is an extension of the previous ban.
Tokyo’s Halloween is not how it used to be!
Many alcohol-related incidents caused the problem that Halloween revellers committed in 2018. As a result, the ward passed an ordinance in June 2019 stating the days and hours when street drinking is forbidden. Security guards were hired by a security business to monitor the area. In addition, the residents of that neighbourhood are struggling because of the excessive noise and pollution.
